Let’s Keep It FAIR

The acronym FAIR cannot be avoided when talking about research data. And that’s good. FAIR stands for better discoverable and accessible research data, documented and published in a way that makes it reusable and understandable by both humans and machines. At least those are the benefits. Viewed from the repository world and with digital preservation glasses on, FAIR research data should also be curated data that have found a home in a repository where the designated user community knows to look for it. This can be greatly facilitated by improving the repository's ability to produce and preserve FAIR (meta)data.

During the last three years, FSD has led the work in the EOSC-Nordic project's work package on FAIR and repository certification support. In addition to sound digital preservation practices, we found that rich, standards-based metadata, documented processes, and a clear mission in digital preservation are essential to keeping data FAIR. Money also helps, but it cannot buy love or eternal existence if expertise is lacking. Therefore, improving the repository's ability to produce and preserve (meta)data is one key step towards FAIRer and more trusted data sharing.

Landscaping the Nordic countries and the Baltics

To better understand the Nordic and Baltic research data repository landscape, the working group conducted a desk study to examine the characteristics of the data repositories in the region. This was done using publicly available information on 86 repository websites. A significant majority were specialist repositories focused on specific fields or disciplines, while the rest were generalist repositories.

We were interested in what information about the repository itself was easily accessible to users and other stakeholders because conveying trust is crucial. We were looking for information that is essential for understanding the services and reusing data: mission statement, description of the designated community, methods of data preservation, model citations, use of PIDs and terms of use.

Almost three out of four repositories had a mission statement and about half of them had a description of the designated community. Almost half specifically mentioned being responsible for long-term preservation. A little more than half provided a model citation for their data. Over three fourths had the terms of data use available on their websites. The content and scope varied between repositories.

Common repository registries, such as re3data and FAIRsharing, help users find suitable repositories and provide an overview of existing services. As many as 72% of the repositories in our sample had a record in re3data, while only 22% had a record in FAIRsharing. All repositories that had a FAIRsharing record also had a re3data record. This suggests that currently re3data is considered the most important registry for repository information.

Repository certification

We are also looking for information about the repository certifications. Only 17 (20%) of the repositories mentioned certification on their website. The most common certificate was CoreTrustSeal (CTS). Other certificates mentioned were the CLARIN certificate, ISO 27001 and WDS. Currently, there are relatively few CTS-certified repositories in the Nordic countries and the Baltics compared to Western Europe. Support and training for CoreTrustSeal self-assessments offered during the EOSC-Nordic project is expected to pump the number of certified repositories from ten to 15 or 16.

Although the certification alone does not preserve a single byte, it seems that support, networking, and awareness raising over the past couple of years in the EOSC-Nordic project have helped the players in their game to keep the data FAIR.

This blog entry is partially based on the final report of the work package. Deliverable D4.5 Report on completed FAIR data standard adoption and certifications of data repositories in the region is forthcoming.

A deeper dive into repository assessment: CoreTrustSeal+FAIRenabling Capability-Maturity

The FAIRsFAIR project has mapped the CoreTrustSeal requirements to the FAIR principles, FAIRsFAIR metrics and RDA FAIR Data Indicators and created an approach to support repository assessment against the mapped concepts. The CoreTrustSeal+FAIR Capability-Maturity approach is currently an informal assessment, which repositories can undertake to evaluate their status as a trusted digital repository and their FAIRenabling practices.

FSD has tested the capability-maturity approach as part of its work in the EOSC-Nordic project’s Work Package 4 on FAIR data. To facilitate the assessment, the FAIRsFAIR provided us with an as-of-yet unpublished user guide.

Assessment revealed things to improve

We went through all the 16 CoreTrustSeal requirements and assessed our practices against each requirement, metric and indicator. This involved assigning each requirement a capability-maturity tier from five tiers: 1. Initial, 2. Managed, 3. Defined, 4. Quantitatively managed and 5. Optimising. In addition, we reviewed the evidence available to support the selected tier, set a target tier for the next review, and assessed whether we covered the FAIR indicators and metrics mapped to each requirement.

Capability-maturity tiers and their main components.
Image source: Hervé L'Hours, Ilona von Stein, Jerry deVries, Linas Cepinskas, Joy Davidson, Patricia Herterich, Robert Huber, & Benjamin Jacob Mathers. (2021). M4.3 CoreTrustSeal+FAIRenabling, Capability and Maturity (1.0). Zenodo. https://doi.org/10.5281/zenodo.5346822

In our assessment, two requirements, R05 Organisational Infrastructure and R10 Preservation, were at tier 4 and FSD achieved the third tier, “defined”, on most requirements. With a median of 3, FSD is doing quite well, as FAIRsFAIR M4.3 points out that “the current recommendation is that a capability level of 2. Managed across all Requirements should be sufficient to demonstrate CoreTrustSeal compliance and FAIRenabling” and that “[l]evels of 3 and above … are highly desirable”.

However, there is always room for improvement. We assigned tier 2 to three requirements, R03 Continuity of Access, R08 Appraisal, and identification under R13 Discovery & Identification. We set tier 3 as our target for these requirements before our CoreTrustSeal renewal application in 2023. In addition, we set the target tier of 4 or above for four other requirements by the next assessment.

The assessment was a useful exercise that allowed us to identify several aspects to improve in our practices and take stock of additional evidence to include in our next CoreTrustSeal application. We also believe we were able to provide useful feedback for improving the approach.

Some expertise is required

We found that a good way to conduct the assessment is to bring together a small group of experts on various repository aspects (e.g., administrative, archival services, technical) and work on a table of the requirements by assessing the capability-maturity level, target and evidence. The process took us two afternoon meetings and some desk research.

The assessment seems especially useful to more experienced repositories that have perhaps already obtained a certification and performed automated FAIR evaluations of their metadata records. The assessment is significantly facilitated by having prior knowledge of CoreTrustSeal requirements, FAIR principles, FAIRsFAIR metrics and RDA indicators.

The capability-maturity approach appears to fall somewhere between a full CoreTrustSeal self-assessment and FAIR evaluations. We found the idea of maturity levels promising, although we had some challenges in finding the correct one for some requirements. The approach brings in some specificity and concreteness to the more general requirements of the CoreTrustSeal.

We noticed that in some cases, the FAIR principles and metrics do not match very well with the CoreTrustSeal requirements, or they do so only partially. This is no fault of the mapping itself but demonstrates that the two have different use cases. They cannot be perfectly aligned but are nonetheless complementary. The emerging capability-maturity approach is a welcome addition to the tools available to assess the FAIRness and trustworthiness of a digital repository.

Kokouksissa hetkellisiä ongelmia on aiheuttanut mobiilidatayhteyteni pätkiminen.

On tietenkin tärkeätä saada aineistot mahdollisimman nopeasti mahdollisimman laajan tutkijajoukon käyttöön, jotta tutkimustiedosta on hyötyä ajankohtaiseen tiedontarpeeseen.

CTS-sertifikaatti on luotettavan repositorion merkki

Supporting Certification - SSHOC Project Helps Digital Repositories in Becoming More Trustworthy

Good news on the Social Sciences and Humanities Open Cloud (SSHOC) project: the first deliverable in task 8.2, which is led by the Finnish Social Data Archive, was published in late March. The deliverable lays the ground for the SSHOC trust work that is needed in order to facilitate the adoption of Trustworthy Digital Repository (TDR) standards and the FAIR principles in data repositories across the social sciences and humanities.

The task team also specified modes of support in building trust and helping repositories reach TDR certification, charted the current trust landscape within the SSHOC communities, and selected the repositories that will be the main focus of the support activities provided by task 8.2 within the timeframe of the project.

SSHOC is one of the five cluster projects within the European Open Science Cloud (EOSC) initiative, and the project focuses on increasing and improving the reuse of research data in the social sciences and humanities. Task 8.2, Trust & Quality Assurance, concentrates on developing an agreed approach to assessing the trustworthiness and quality of data repositories. The task joins colleagues from three ERICs (CESSDA, CLARIN and DARIAH) and one aspiring ERIC (E-RIHS).

Flexible yet sustainable approach to trust

The diversity of repositories within the SSHOC communities requires an approach to TDR certification that is sustainable but also adaptable to a wide range of data infrastructures at varying levels of maturity. The task team selected the CoreTrustSeal as the standard certification reference for SSHOC.

The CoreTrustSeal consists of sixteen requirements for which applicants are asked to provide self-assessment statements along with relevant evidence. The CoreTrustSeal is sufficiently stringent but significantly less costly and labour-intensive than formal audit against ISO/DIN standards. Certification requirements for the CoreTrustSeal are also reviewed every three years in comparison with every five years for ISO/DIN standards.

As a community-driven TDR framework, with over 80 past certifications (in March 2020), CoreTrustSeal is open to feedback and continuously considering the widest possible range of certification candidates. However, the task team also identified certain types of organisations for which the CoreTrustSeal requirements are not applicable. Identifying these cases will help develop the CoreTrustSeal framework to better support a variety of repositories.

Support for certification efforts

It is evident that achieving CoreTrustSeal certification requires resources and work from repositories. Even though the workflows and processes themselves related to trustworthy preservation of data may be well established, work may be needed in producing publicly available documentation to show that these processes are sufficient to meet the requirements of certification.

For this reason, the task team specified modes of support provided to repositories for attaining the CoreTrustSeal. The level of SSHOC support required will depend on the starting state of the repositories. The team will amend the modes of support according to the repositories' needs.

The task team aims to raise awareness of the relevance of certification of repositories and the role of the CoreTrustSeal in this via existing communication channels. Webinars and workshops held for repositories will guide and support them in their certification efforts. The team will also provide feedback on self-assessments primarily to the selected repositories (see Table 1 in the report).

For its first support event, SSHOC task 8.2 will host a webinar on Thursday 23 March (more details on the way). In addition to the support activities, further work in 2020 for task 8.2 includes liaising with other relevant projects, such as EOSC-Nordic and FAIRsFAIR.

Digitaalisen tutkimusdatan pitkäaikaissaatavuutta jo vuodesta 1999

Viime vuonna Tietoarkisto juhli 20-vuotista taivaltaan. Olemme tutkimusaineistojen digitaalisen pitkäaikaissäilytyksen pioneereja Suomessa. Aluksi haimme mallia toimintaamme eurooppalaisilta ja muilta kansainvälisiltä yhteiskuntatieteellisiltä data-arkistoilta, ja työmme käynnistyi ripeästi.

Ensimmäiset pitkäaikaissäilytettävät aineistopaketit valmistuivat vain runsaan puolen vuoden kuluttua Tietoarkiston perustamisesta. Nämä olivat Puolueiden ajankohtaistutkimukset, joiden kuvailut julkaisimme verkkosivuillamme syyskuussa 1999.

Tästä osoituksena saimme Data Seal of Approval (DSA) -sertifikaatin vuonna 2014 ensimmäisenä suomalaisena PAS-organisaationa. Tällä hetkellä meillä on voimassa vaatimuksiltaan DSA:ta tiukempi CoreTrustSeal (CTS) -sertifikaatti.

Being trustworthy and FAIR requires people, processes, technologies and collaboration

The Implementation Roadmap for the European Science Cloud (EOSC) puts focus on research data adhering to the FAIR principles of being findable, accessible, interoperable, and reusable. These are all excellent goals and the social science data archive community has been promoting similar ideas since at least the 1970's. We know that managing, disseminating and preserving digital data for the long term is neither simple nor straightforward. Research data will not become nor stay FAIR by magic. We need skilled people, transparent processes, interoperable technologies and collaboration to build, operate and maintain research data infrastructures.

A key theme in digital preservation and thus in all FSD's functions is trust. Data subjects need to be able to trust that data about them are handled in an appropriate way. Researchers need to have trust that FSD manages their data according to the agreements. FSD’s users need to be able to trust that they get access to reliable versions of data from FSD and that, for example, all changes made to the deposited datasets are documented. In short, FSD needs to be a trusted digital repository.

Shaping the trust landscape

Luckily, FSD is not alone. In addition to collaborating in national networks, FSD is the Finnish Service Provider for CESSDA ERIC (Consortium of European Social Science Data Archives). CESSDA requires that all its Service Providers adhere to the trustworthy digital repository requirements set by the CoreTrustSeal. In August 2017, FSD acquired the new CTS certification among the first CESSDA Service Providers.

FSD has been active in CESSDA's trust work for several years and currently I am a member of the CESSDA Trust Working Group. The Group offers guidance and support to CESSDA members in understanding and acquiring the CoreTrustSeal and maintains an overview of the trust landscape including certification standards and the emergence of the FAIR data principles and the requirements of the EOSC. I am also a member of the CoreTrustSeal Board 2018–2021. These collaborations are essential for strengthening FSD's expertise. They also provide unique insights to, and possibilities to be involved in, shaping the trust landscape.

Today is the World Digital Preservation Day. It brings together the digital preservation community to celebrate the collections preserved, the access maintained and the understanding fostered by preserving digital materials. I want to take this opportunity to celebrate FSD's current and forthcoming collaborations and especially our staff's great expertise and dedication. As the Chair of the CESSDA Trust Group Herve L’Hours has written: Technologies can be consolidated, and processes automated, but collection, creation, curation and research use/reuse of data is ultimately dependent on the domain and disciplinary expertise of the humans who know them best. (L'Hours 2018)

Happy Digital Preservation!

FSD’s work in CESSDA Trust Group and CoreTrustSeal are supported by CESSDA Trust Work Plan project and the Active FSD for CESSDA project funded by the Academy of Finland.

Yksi CESSDAn suurimmista hankkeista, kaksivuotinen CESSDA Strengthening and Widening, lyhyemmin SAW, päättyi vuoden 2017 lopussa. Hanke sai rahoituksensa Euroopan unionin Horisontti 2020 -ohjelmasta.

Tietoarkiston tulokset olivat suurelta osin data-arkistojen keskiarvoa paremmat. Sopimus- ja käyttöoikeuskäytäntömme, tietosuoja-asiat ja aineistojen kuvailu nousivat esille erityisen hyvinä osa-alueina. Parantamisen varaa oli teknisen infrastruktuurin puolella.

Tietoarkiston tulokset olivat suurelta osin data-arkistojen keskiarvoa paremmat. Lähde: Deliverable 3.2 Country report on development potentials
.

Akatemian FIRI 2016 -rahoitusta saanut Aktiivinen Tietoarkisto CESSDAssa -hankkeemme painottuukin juuri teknisen infrastruktuurimme parantamiseen vuosina 2017-2021.

Luotettava ja sertifioitu

Yksi CESSDAn vaatimuksista on, että palveluntuottajien on hankittava CoreTrustSeal-sertifikaatti (aikaisemmin CTS tunnettiin nimellä Data Seal of Approval).

Kuha2:n lähdekoodi on avointa.

Lisäksi olimme mukana tuottamassa kustannus-hyöty-työkalupakettia data-arkistoille. Tietoarkisto laati hyöty-yhteenvedon ja kokeili kustannus-hyöty-työkaluja. Kustannus-hyötyanalyysissä emme saavuttaneet brittien data-arkiston lukemia, mikä johtunee toisaalta skaalaeduista ja toisaalta toimintamallista. Ailan käyttöönotto on kuitenkin parantanut tehokkuuttamme selvästi.

Tavoitteena hyvien käytäntöjen jakaminen

Tietoarkisto haluaa vaikuttaa aktiivisesti siihen, minkälaisia palveluita CESSDA tarjoaa tutkijoille. Vastaavasti on osa-alueita, joissa meidän on hyödyllistä ottaa mallia muilta. CESSDA SAW -hankkeessa otimme tärkeitä askeleita tavoitteidemme saavuttamiseksi. Jatkamme tätä työtä muun muassa olemalla mukana CESSDAn sisäisissä kehityshankkeissa.
